What is the list of e-Europe Regions Indicators?

The e-Europe Regions indicators have been developed to measure the extent to which the components of what is generally referred to as the Information Society are developed in a region, and the effects they have on regional development. Only indicators which are believed to be suitable for being measured via telephone surveys of the general population and establishments are listed in this document. Indicator development is structured along a number of domains which have been identified as being of special relevance for our topic:

  • Government and Public Administration
  • Regional Identity
  • Transport and the Environment
  • Health and Care
  • Business Enterprise
  • Innovation and R&D
  • Work and Labour Market
  • Education, Training and Skills
  • Social Cohesion
  • ICT Infrastructure.

Our indicators must meet a number of requirements. In particular, they must describe factors which are of relevance to the success of regions in the Information Society. They should also be appropriate in measuring what they are intended to measure.

How did we get to the list of e-Europe Regions Indicators?

The first step was to define indicator requirements, which means identifying the indicators which are needed to make sense of regional development in the Information Society. A thorough analysis of the state of the art in regional research was conducted for this purpose.

The second step was to take stock of existing indicators for which data is already available at the regional level. For some indicators data already exists, but for many no statistics at all are yet available. This is what we call gaps in data coverage.

For these gaps, the BISER project team has in a third step developed a number of innovative regional indicators.

In October 2002, BISER issued a list of about 100 indicators structured along the 10 Domains which have been defined by the project, the so-called BISER e-Indicators. This list was the results of in-depth research which has been carried out by the BISER project consortium in co-operation with an advisory group of external experts. It was, however, by no meant to be definite. Rather, BISER started into a discussion about this list with all interested parties. The document was published on the BISER website and sent to representatives of the project target audience, which is comprised by organisations representing regions at EU level; representatives from the regions themselves; members of the European Statistical System such as national and regional Statistical Institutes, and Eurostat; regional policy research institutes; academic researchers; and the EU Commission. Respondents were asked to rate the relevance of each indicator. For this a 5-point scale was used, stretching from "very relevant" to "not relevant at all". Respondents also made suggestions for additional indicators.

This has led to a revised list of indicators which is the contents of this document. It is currently being examined for feasibility in telephone interviewing and made operational through designing actual wordings and a smooth "flow" of the interview.

BISER e-Indicators will be piloted in a population survey and an establishment survey. The former will cover people's access and use of basic information and communication technology (ICT) equipment and the Internet, uses of ICT in the context of work, education and training, health, travelling, interaction with authorities and government, and usage for explicitly "regional" purposes, as well as demographic and other background variables. The establishment survey will contain questions on business demography and background statistics as well establishments' usage of ICT, the Internet and e-business solutions in general and core business contexts, and ICT usage in R&D, human resources management and interaction with public authorities.

It is important to note that the list included in this document only contains e-indicators, i.e. it does not cover contextual and intermediary indicators. It does also not include indicators for which data will be collected otherwise than by BISER surveys, e.g. indicators constructed by innovative use of data from third sources.
