BISER is a research project funded by the European Commission under the fifth Framework Program. The aim of the BISER is to develop, define and pilot statistical indicators for measuring and benchmarking the impact of the Knowledge Economy on Europe's regions, based on a model of factors influencing regional development. Each region's economy and society will be examined in the context of the underlying structural foundations of the Information Society. As an additional diffusion tool, BISER will distribute an electronic newsletter. The newsletter represents an answer to the need to create a common Knowledge area concerning the projectâs outcomes, anticipating reports or journal articles that could be of interest for the public. The newsletter will be released quarterly and the first number will be on line by September 2002. The newsletter will be consulted by:

• An ASCII format, as an e-mail posted to every one who subscribed to;
• In html, on the web page www.biser-eu.com site through the link "newsletter".
